Originally conceived in the iQuilt Plan, Connecticut Square flanks the east side of the State Office Building. It was envisioned to be a public space anchor to a future neighborhood called Bushnell South. The land would be reclaimed from a parking lot that spanned two blocks, and could be leveraged for the benefit of future neighborhood residents, employees in the State Office Building, and patrons of the Bushnell Center for Performing Arts.

In 2017, the State of Connecticut begins a complete rehabilitation of the State Office Building, and iQuilt worked with architects Amenta Emma to ensure Connecticut Square was included in the site plan. This was possible through the replacement of the parking garage across Buckingham Street. The Office Building reopened to employees in late 2019, with Connecticut Square being opened in 2020. Concurrently, the Capitol Region Development Authority and the Bushnell are working to begin redevelopment of the thousands of parking spaces in the neighboring blocks to bring the Bushnell South neighborhood to life.
